Rynek leasingu w Europie Środkowo Wschodniej zawsze był otwarty dla zagranicznych inwestorów, od których nie wymagane są żadne dodatkowe czy specjalne licencje na założenie firmy leasingowej, nie podlegają również specjalnemu nadzorowi bankowemu. Wydaje się wiec, ze liberalne zasady rynku, nie tworzące sztucznych barier i przesadnych regulacji, tworzą rynek Europy Środkowo Wschodniej bardziej atrakcyjny dla zagranicznych firm leasingowych czy instytucji bankowych.
Jednakże rok 2004 i przyszłe członkostwo w Unii Europejskiej niesie pewne zmiany i nowe wyzwania dla leasingu w krajach Europu Środkowo Wschodniej. Aby zapewnić przyszły wzrost na rynku leasingu lokalne władze krajów kandydujących zapoczątkowały i realizują długofalowe zmiany w prawie i podatkach, które maja na celu uatrakcyjnić i zwiększyć konkurencyjność oferty leasingowej. Central and Eastern Europe leasing market has always been open to foreign competition. No state authorisation (license) is needed to establish a leasing company in any CEE country.
Leasing companies are not subject to banking supervision. A liberal market environment without excessive state or other regulation has attracted many foreign firms, often daughter companies of well-known foreign leasing or banking institutions to the CEE countries.
However future EU accession will bring some changes and challenges to further market growth. National governments in candidate countries initiated and have been implementing far-reaching legal and taxation changes that will affect the attractiveness and competitiveness of leasing as a financing tool.
